The 9th National Congress of the Communist Party of China (中国共产党第九次全国代表大会) was held in Beijing from April 1st to 24th, 1969. There were 1512 delegates attending the conference. At that time, there were 22 million party members nationwide.[1] Those seated at the front of the podium were: Zhou Enlai, Chen Boda, Kang Sheng, Jiang Qing, Zhang Chunqiao, Yao Wenyuan, Xie Fuzhi, Huang Yongsheng, Wu Faxian, Ye Qun, Wang Dongxing, and Wen Yucheng, Dong Biwu, Liu Bocheng, Zhu De, Chen Yun, Li Fuchun, Chen Yi, Li Xiannian, Xu Xiangqian, Nie Rongzhen, and Ye Jianying.[2]

Opening

When Chairman Mao Zedong and his close comrade-in-arms Vice Chairman Lin Biao entered the rostrum, the audience cheered thunderously and applauded endlessly. Mao Zedong delivered the opening speech. After the opening of the Ninth National Congress of the Communist Party of China, all representatives held group discussions. They carefully discussed and studied Chairman Mao's extremely important speech at the opening meeting, received a profound education, expressed their support, and resolutely followed through.[2]

Report

Lin Biao made a political report on April 1st, which was adopted on April 14th. The core content of the political report is the so-called "Theory of Continued Revolution under the Dictatorship of the Proletariat". The report was split into 8 sections: "Preparations for the Great Proletarian Cultural Revolution", "About the process of the Great Proletarian Cultural Revolution", "Concerning earnestly fighting, criticizing, and reforming", "Policies Concerning the Great Proletarian Cultural Revolution", "On the Final Victory of Our Revolution", "About Party Reorganization and Construction", "On the relationship between our country and foreign countries", and "Unite the whole party and the people of the whole country to strive for greater victories". It concluded with Lin Biao saying "The whole party should unite, the people of the whole country should unite, hold high the great red banner of Mao Zedong Thought, make up our minds, fear no sacrifices, overcome all difficulties, and strive for victory! Long live the great victory of the Great Proletarian Cultural Revolution! Long live the dictatorship of the proletariat! Long live the Ninth National Congress of the Party! Long live the great, glorious and correct Communist Party of China! Long live the great Marxism, Leninism and Mao Zedong Thought! Long live our great leader Chairman Mao! Long live! Long live!"[3]

Constitution

All the representatives carefully discussed the revised draft of the Constitution of the Communist Party of China chapter by chapter. The representatives believed that this revised draft was jointly drafted by the whole party and the revolutionary masses of the whole country. It was the product of the combination of the wise leadership of the great leader Chairman Mao and the broad masses, and it was a vivid manifestation of the party's democratic centralism and the party's mass line. The representatives believed that this draft party constitution redefined clearly that the theoretical basis of the party's guiding ideology is Marxism, Leninism, and Mao Zedong Thought, and at the same time clearly stipulated that Comrade Lin Biao was Chairman Mao's successor.[2]

Speeches

At the plenary meeting on April 14, the great leader Chairman Mao made an extremely important and inspiring speech. Comrade Lin Biao made an important speech. Zhou Enlai, Chen Boda, Kang Sheng, Huang Yongsheng, Wang Hongwen, Chen Yonggui, Sun Yuguo, Wei Fengying, Ji Dengkui and other comrades made speeches. The comrades who spoke unanimously expressed their support for the extremely important speech of the great leader Chairman Mao, the political report of Comrade Lin Biao, and the draft constitution of the Communist Party of China.[2]

Election Results

The Congress elected a Central Committee consisting of 170 members and 109 alternate members. The ensuing First Plenary Session of the Ninth Central Committee elected the Political Bureau of the Central Committee and its Standing Committee, and elected Mao Zedong as Chairman of the Central Committee and Lin Biao as Vice Chairman.[1]

Outcome

The "Constitution of the Communist Party of China" adopted by the congress made wrong revisions to the eight party constitutions. The wrong theories and practices of the Nine Ambassadors' "Cultural Revolution" were legitimized, and the ideological, political, and organizational guidelines were all wrong.[1]
