Basic People's Congress

The Basic People's Congresses were the smallest unit of government in the Libyan Arab Jamahiriya and was a voluntary meeting of all adults in a local area, and were the basis for Libya's democratic framework. As stipulated by the executive regulations of Law No. (1) of 1375 FDP, "each Basic People's Congress shall, according to its population density and geographical area, be an administrative entity whose designation, administrative boundaries, and controls to be followed in this regard shall be issued by a decision of the General People's Congress Secretariat in coordination with the General People's Committee." Each congress met in communes or assemblies according to controls set by the General People's Congress Secretariat. Each Basic People's Congress elected a Secretariat, which managed and coordinated Congress meetings and activities.[1]
