Basic People's Congress

The Basic People's Congresses were the smallest unit of government in the Libyan Arab Jamahiriya and was a voluntary meeting of all adults in a local area, and were the basis for Libya's democratic framework. As stipulated by the executive regulations of Law No. (1) of 1375 FDP, Basic People's Congresses were developed by the General People's Congress according to the region's population density and geographical regions. Basic People's Congresses were both grassroots organizations meant to bolster Third Universal Theory and administrative units bound to local communities. Each congress met in communes or assemblies according to controls set by the General People's Congress Secretariat. During the first set of meetings, the congresses elect a secretariat, which manages and coordinates congress meetings and activities. Basic People's Congresses were also tasked with the implementation of decisions made by the General People's Congress, and were subject to review by national review boards.[1]

Basic Secretariat

Secretary of the Basic People's Congress

  • Calls for the meetings of the Secretariat of the Basic People's Congress, manages them, approves their minutes, follows up on their implementation, and signs the decisions issued by them, with the assistance of the rest of the members of the Secretariat.
  • General supervision of the conduct of the secretariat of the Basic People's Congress.
  • Calls for joint meetings with members of the sectors, manages them, approves their minutes, and follows up on their implementation.

Assistant Secretary of the Basic People's Congress

  • Assumes the powers of the Secretary of the Basic People's Congress in his absence.
  • Assists the Secretary of the Basic People's Congress in exercising his powers.
  • Supervises the departments affiliated to the Secretariat of the Basic People's Congress, and coordinates with the Secretary of the Basic People's Congress regarding them.

Secretary of the People's Committees Affairs

  • Investigates the implementation of the decisions of the Basic People's Congress, prepares periodic follow-up reports, and presents them to the Secretariat of the Basic People's Congress.
  • Proposes measures to address deficiencies in the implementation of the decisions of the Basic People's Congress.
  • Coordinates with members of the Basic People's Congress secretariat in matters of common jurisdiction.

Secretary of Women's Affairs

  • Urges women to actively participate in the exercise of popular power and to submit periodic reports to the secretariat of the Basic People's Congress.
  • Follows up on the implementation of decisions related to women's issues, works to overcome the difficulties they encounter, and submits periodic reports on that to the Secretariat of the Basic People's Congress.
  • Supervises women's activities and events that deal with women's issues, and interests in developing their intellectual awareness.

Secretary of Cultural Affairs and Mass Mobilization

  • Investigates cultural and media activities, and prepares reports on them.
  • Follows up on the implementation of political awareness and public mobilization programs.
  • Monitors the level of providing media, cultural and mobilization services, and prepares reports on them, and provides them to the Secretariat of the Basic People's Congress.
