Council of People's Commissars of the Soviet Union

The Council of People's Commissars of the Soviet Union was the highest executive body in the Soviet Union and was elected by the Supreme Soviet. It oversaw foreign relations, carried out economic plans and carried out the state budget. It consisted of a Chairman, Vice Chairmen, the Chairman of the State Planning Commission, the Chairman of the Soviet Control Commission, and Commissars who led various all-Union Commissariats.[1]
