Non-Basic People's Congresses, commonly referred to as People's Congresses, were Shabiyat level organizations comprising of the secretaries of all encompassing Basic People's Congresses. Like the Basic People's Congresses, the number and size of People's Congresses varied based on the access to resources and population density of a given region. From 2007 until the dissolution of the Great Jamahiriya, People's Congresses numbered 22 in total, and encompassed over a 600 basic congresses. The Non-Basic People's Congresses supervised and exercised oversight over the implementation of decisions by the lower congresses, and regularly investigated unlawful activity within its sphere. Like the lower congresses, People's Congresses elected a Secretariat to manage its affairs and conduct regular investigations and joint summits with other congresses.[1]

Non-Basic Secretariat

Secretary of the People's Congress

  • Manages the sessions of the People's Congress, members of the secretariat and assist him/her in this.

Secretary of Cultural Affairs and Mass Mobilization

  • Follows up the implementation of decisions related to the People's Congress in the field of media, culture and mass mobilization, prepares reports on them, and presents them to the Secretariat of the People's Congress for the People's Congress.
  • Holds seminars, exhibitions and festivals in the Shaabiya, and coordinating with his counterparts in other Shaabiya
