The "Three Represents" (Simplified Chinese: 三个代表; Pinyin: Sān gè dàibiǎo) first originated on February 25, 2000, by the then General Secretary of the Central Committee of the Communist Party of China, Jiang Zemin in Guangdong.[1] The germination of the ruling thought that was first put forward during the inspection in Gaozhou City, was officially named the important thought of "Three Represents" by the Central Committee of the Communist Party of China after 2002.[2]
The Sixteenth National Congress of the Communist Party of China highly appraised the historical status and important role of the important thought of "Three Represents", and established the important thought of "Three Represents" together with Marxism–Leninism, Mao Zedong Thought and Deng Xiaoping Theory as a must for the Communist Party of China. The guiding ideology that has been adhered to for a long time has realized another advancement with the times in the guiding ideology of the Communist Party of China.[3]
Core ideas:
(1) The Communist Party of China must always represent the development requirements of China's advanced productive forces
That is, the party's theories, lines, programs, principles, policies and various tasks must strive to conform to the laws of the development of productive forces and reflect the desire to continuously promote the liberation and development of social productive forces, especially to reflect the requirements of promoting the development of advanced productive forces, and continuously improve the living standards of the people through the development of productive forces.
(2) The Communist Party of China must always represent the direction of China's advanced culture
That is, the party's theories, lines, programs, principles, policies and various tasks must strive to reflect the development of modernization, the world, the future, and the scientific orientation of the nation. The requirements of the socialist culture of the masses promote the continuous improvement of the ideological and moral quality and scientific and cultural quality of the whole nation, and provide spiritual motivation and intellectual support for China's economic development and social progress.
(3) The Communist Party of China must always represent the fundamental interests of the overwhelming majority of the Chinese people
That is, the party's theory, line, program, principles, policies, and various tasks must persist in taking the fundamental interests of the people as the starting point and destination, and give full play to the interests of the people. Proactive and creative, on the basis of continuous social development and progress, enable the people to continuously obtain tangible economic, political and cultural benefits.
Main Position:
(1) "Three Represents" is the foundation of the Communist Party of China.
Since its founding, the Communist Party of China has been an advanced political party at the forefront of China's social development. The Party Constitution of the CPC stipulates that the CPC is the vanguard of the Chinese working class. The historical mission, historical status, and historical role of the CPC are always linked to the advanced nature of the Communist Party of China. When the "Three Represents" are adhered to and achieved, the CPC will prosper, gain the support of the people, and withstand the impact of any storm. Whenever it deviates from or does not fully implement the "Three Represents", problems of one kind or another will arise, the people will be dissatisfied, and the CPC will encounter difficulties and twists and turns.
(2) "Three Represents" is the foundation of the Communist Party of China's governance.
The ruling status of the Communist Party of China is bestowed by history and by the people. Fundamentally speaking, the basis for the CPC to be able to govern and to govern well is to be able to represent the development requirements of China's advanced productive forces, represent the direction of China's advanced culture, and represent the fundamental interests of the overwhelming majority of the Chinese people. The content and tasks of the CPC in power are to continuously liberate and develop the productive forces of Chinese society, enhance overall national strength, and promote social development; it is to continuously build and develop a national, scientific, and mass socialist culture, cultivating "four haves" citizens, and carrying forward the national spirit; it is to serve the people wholeheartedly, safeguard the fundamental interests of the overwhelming majority of the people, and continuously meet the growing material and cultural needs of the people. Facing the new century, the task of the Communist Party of China in governing the country is more arduous, and the problems to be solved are more and more complex. Only by adhering to the "Three Represents" can the CPC always make good use of the ruling power endowed by the people and be worthy of the ruling position endowed by history; can it continuously improve the ruling level of the Communist Party of China and consolidate the ruling power of the Communist Party of China's foundation.
(3) "Three Represents" is the source of strength of the Communist Party of China.
At the beginning of the founding of the CPC, there were only a few dozen members. It has continued to grow and develop, becoming a large party with more than 61 million party members. We can defeat domestic and foreign enemies that were once much stronger than ourselves, and establish a new socialist China. On the basis of poverty, great achievements in economic and social development have been made, and the food and clothing problems of 1.2 billion people have been solved; at the end of the century, China will enter a moderately prosperous society. Although there have been mistakes and twists and turns, "the root grows stronger with age, the sun is brighter and the leaves are more shaded", it has withstood the test of various storms and tribulations, and has won the support of the people. All of this is because our party can always fundamentally promote the development of China's social productive forces, promote the progress of Chinese culture, and earnestly do practical things for the people and seek benefits. This is the source of all the strength of the CPC and the secret of the continuous success and development of the CPC.
Strengthening Party Building
• To implement the requirements of the "Three Represents", the Communist Party of China must adhere to the party's ideological line of emancipating the mind and seeking truth from facts, vigorously carry forward the spirit of seeking truth, being pragmatic, and being brave in innovation, and creatively promote the various tasks of the Communist Party of China and the country, as well as enrich and develop Marxism.
• To implement the requirements of the "Three Represents", the Communist Party of China must adhere to the nature of the party's vanguard of the working class and always maintain the party's advanced nature, the mass base, and continuously improve the party's social influence.
• To implement the requirements of the "Three Represents", the Communist Party of China must adhere to democratic centralism, establish a sound and scientific leadership system and working mechanism, fully develop the inner-party democracy of the Communist Party of China, resolutely maintain the centralization and unity of the Communist Party of China, and maintain and continuously enhance the vitality of the Party.
• To implement the requirements of the "Three Represents", the Communist Party of China must fully implement the policy of revolutionizing, rejuvenating, educating, and professionalizing the cadre team and the principle of combining political integrity and ability, deepen the reform of the cadre and personnel system, and strive to build a high-quality team of cadres who can take on heavy responsibilities and stand the test of wind and waves.
• To implement the requirements of the "Three Represents", the Communist Party of China must adhere to the principle of the party's management of the party and the policy of strictly governing the party through the existence of passive corruption. The important thought of "Three Represents" has been expounded more comprehensively.
