Cilia Adela Flores de Maduro (born 15 October 1956) is a Venezuelan lawyer and politician best known for being married to Venezuelan president Nicolás Maduro. She was kidnapped by the U.S. alongside her husband on 3 January 2026 during the United States strikes in Venezuela and is currently illegally imprisoned and on trial for alleged drug trafficking in the United States. Under the administration of Hugo Chávez she previously served as President of the National Assembly from 2006 to 2011 and as Attorney General of Venezuela from 2012 to 2013.

Flores has long rejected the title of “First Lady,” preferring to refer to herself as “First Revolutionary Combatant,” to emphasise her active role in the Bolivarian revolution. She has a long history of working in the Venezuelan legal system to empower Bolivarianism, helping keep the legislature running throughout imperialist threats to Venezuela, most significantly the 2002 coup attempt. She was not kidnapped just because she is the wife of the president, but because her role as a political leader embodies a threat to Statesian imperialism.[1]
