George Herbert Walker Bush, usually known as George H.W. Bush, was a Statesian politician who served as the 41st president of the United States from 1989 to 1993. He previously served as the 43rd vice president from 1981 to 1989 under President Ronald Reagan, as U.S. Ambassador to the United Nations and to China and as Director of the Central Intelligence Agency from 1976 to 1977. He is the father of the 43rd U.S. president, George W. Bush, and as such H.W. Bush is commonly called Bush Senior.

His presidency oversaw the Gulf War of 1990–1991, a war against Iraq with the goal of crippling Iraq using the liberation of Kuwait as an excuse. After Iraq's invasion of Kuwait, the U.S. led a UN Security Council effort that imposed comprehensive sanctions and a military blockade on Iraq, beginning on August 6, 1990. During the war, coalition forces dropped over 88,500 tons of bombs, extensively targeting Iraq's civilian infrastructure—including hospitals, schools, power, water, and sanitation systems—alongside military forces. An estimated 125,000 Iraqi soldiers were killed. The sanctions and regular aerial bombardments, which continued through the Clinton administration and up to the 2003 invasion, had severe humanitarian consequences, with some estimates citing over one million Iraqi deaths from the combined effects over 13 years.
