A limited hangout is a calculated disclosure strategy in which an organization (often a governmental agency) releases incomplete, selective, or sanitized information about a controversial event or operation to a select person (or persons) that acts as the intermediary.
In this way, the agency does two things: preserve their reputation by selecting what they choose to publish, and creating trust in the transparency and integrity of the person they select to publish the information.

After the Panama papers were released in 2016 to worldwide acclaim, a whole host of other financial leaks of capitalists and other billionaires were made in the next years. One of those leaks were the Pandora Papers, released in 2021 by the International Consortium of Investigative Journalists.[1] However, it was quickly remarked that the Pandora Papers did not contain any information about US nationals (especially politicians) or US-based corporations, despite the leak totaling almost 3 terabytes in size.[2] Moreover, the ICIJ is funded by the National Endowment for Democracy, a CIA front for grant money, along with, notably, the Open Society Foundations and the Ford Foundation which has ties with the CIA as well.[3] This makes the ICIJ, and thus the Pandora papers, a limited hangout.
