Manuel Peña (September 7, 1918 – December 21, 2009) was an LAPD and USAID officer. He killed eleven people in the line of duty, more than any other member of the LAPD. In 1968, he led Special Unit Senator, which investigated the assassination of Robert F. Kennedy and covered up any connections to the CIA and FBI.[1]
USAID career[edit | edit source]
In November 1967, Peña temporarily left the LAPD and moved to South America to work for the USAID's Office of Public Safety, led by CIA agent Byron Engle. The USAID taught assassination techniques to foreign intelligence agents.[1]
