Rusa II (died 639 BCE) was a king of Urartu. He maintained peaceful relations with the Assyrians and signed a peace treaty with the Cimmerians, allying with them to fight in Anatolia. In letters, he addressed the Assyrian kings as 'master,' indicating that Urartu had become vassal of Assyria. He also built irrigation systems in Teishebaini. During his reign, Urartu suffered from Scythian raids.[1]
