== Planning ==

# Once it reaches at least 100 [[Special:ActiveUsers|active editors]] on all language instances combined, ProleWiki will hold a regular Congress at least once every six months.
# All regular Congresses will be announced at least two weeks (14 days) before it begins.
# All subjects to be discussed at regular Congresses will be announced at least 10 days before it begins. The only exception is for current events that occur after this deadline.
# A Special Congress may be called by a majority vote from the Central Committee (CC) or a 40% vote from all active editors. In the event of a Special Congress, all discussion topics, including current events, must be announced at least four days before the Congress.

== Choosing delegates ==

# All active editors<ref>With the exception of editors that joined ProleWiki between the time the Congress announced and the time it began, all data determining how active users are is up to the time the Congress was announced.</ref> in good standing may attend the Congress and voice their opinions.
## All active [[ProleWiki:Trusted Editor Permissions|trusted editors]] may attend the Congress with voting power.
## Non-trusted active editors with at least 30 edits in the past month in the main or essay namespaces may attend the Congress with voting power.
## Other non-trusted editors with at least one edit in the past two months (60 days) may attend the Congress with net approval from at least five editors or three trusted editors. Each editor that disapproves will count as a negative vote.
# Inactive trusted editors who have been active in the past year (365 days) may attend the Congress with voting power.
# Non-editors active on the Discord may attend the Congress with net approval from at least three trusted editors.
# [[Lemmygrad]] admins who are not part of ProleWiki or the Discord may attend the Congress with net approval from at least four trusted editors. These editors will vote on whether the admin will have voting power or not.
# Moderators of Lemmygrad communities with over 100 active users per month or [[Hexbear]] moderators of communities with over 500 monthly users may attend the Congress with net approval from at least six trusted editors and will not have voting power. Hexbear users may only attend if they identify as [[Marxism–Leninism|Marxist–Leninist]].
# Temporarily banned users may not attend the Congress at all until waiting 10 times their ban length after the ban ends. They may not vote until waiting at least 20 times their ban length after the ban ends. Users with repeated temporary bans or a permanent ban may never attend the Congress.

== Discussion topics ==

# The Congress will have seven days to discuss ProleWiki's principles and other relevant topics announced before the deadline.
# Delegates from non-English instances may discuss separately but will vote in the same final vote.
# At the end of discussions, all members with voting power will vote on each topic. A majority vote of all voting delegates is required to adopt any resolution. It is possible for a decision not to pass even if it has more yes than no votes if enough delegates abstain.
# In the event of a tie, one vote will be added to voting delegates organized in an in-person party and 0.5 votes will be added to voting delegates organized in person in a party-associated organization such as a youth wing or other in-person organization.<ref>Revolutionary organizations that practice democratic centralism and serve the role of a party, such as the [[Freedom Road Socialist Organization|FRSO]], count as parties. Activist organizations that do not practice democratic centralism do not count.</ref> If there is still a tie, non-voting members will be allowed to vote for this specific resolution. == Elections ==

* All delegates with voting power will elect a Central Committee (CC) from their membership at the end of the Congress. Delegates will have at least 72 hours to cast votes and may vote early if they have a legitimate reason they cannot vote during the scheduled time. The CC will elect a Politburo from within its membership.
* All delegates with voting power may also elect members of various committees such as the Internal Security Committee and Agitprop Committee along with commissars for each of these committees if necessary. The specific committees to be elected will be discussed during the time for discussion topics.

== Central Committee ==

# At the end of the Congress, which may or may not overlap with the discussion days, all delegates with voting power will elect a Central Committee. Each voting delegate's number of votes for the Central Committee election is equal to the total number of full CC members. In the event of a tie, follow the same process as in the voting on the discussion topics. The top candidates who are not elected to be full CC members will become alternate members (see below).
# The Central Committee will consist of one full member for every five delegates (rounding up), at least one alternate member, and an additional alternate member for every six CC members (rounding down). Alternate members may attend Central Committee meetings but are not required to and can only vote in CC meetings as a tiebreaker.
## If a full CC member is unable to perform their duties temporarily or permanently, the highest-ranked alternate member will replace them until a new election is held involving all editors eligible to be delegates at the next Congress, with the exception of those relying on nomination from others to become delegates. If a temporarily incapacitated full CC member returns to being able to perform their duties, their replacement will revert to being an alternate member.

# The Central Committee will meet at least once a month between Congresses.
# CC members will have the ability to issue temporary bans of up to 72 hours on the wiki and edit [[:Category:ProleWiki official pages|official ProleWiki pages]] besides the principles. All edits on official pages are subject to [[democratic centralism]].
# CC members may be removed from power between Congresses by a majority vote of all editors eligible to be delegates at the next Congress.

== Politburo ==

# At the Congress and halfway between Congresses, the Central Committee, including alternate members, elects a Politburo consisting of one member for every four full CC members (rounding up). A Politburo is only elected if there are at least 15 CC members.
## If a Politburo member is unable to perform their duties temporarily or permanently, the Central Committee will elect a replacement member.
# The Politburo will meet at least once a week between Congresses.
# Politburo members will have the ability to issue permanent bans on the wiki in addition to all powers of CC members. Wrongly issued bans may be overturned by a majority vote from the Politburo or CC.
# CC members may be removed from power between elections by a majority vote from the CC or a majority vote from all editors eligible to be delegates at the next Congress. The second group may overturn a CC vote removing a Politburo member from power.
