The General People's Committee was an arm of the General People's Congress and the highest executive authority of the Libyan Arab Jamahiriya since its establishment in 1977 until its dissolution in 2011. Members of the General People's Committee were elected by the General People's Congress between nominees drawn from its membership. The secretariat of the General People's Committee was the equivalent to a cabinet or council of ministers in other countries, with Secretaries leading individual General People's Committees for specialized interests, such as transportation, defense and health. The Secretary of the General People's Committee was considered the head of government of Libya, and was the chief of the Secretariat. Members of the General People's Committee were required by law to not attend any meetings dealing with subjects they, their relatives, or in-laws carry personal biases. Although not mentioned in the list below, the Libyan Jamahiriya maintained a General Interim Committee for Defense, which was a temporary ministry created to regulate the Armed Forces. This was because the military was to be abolished and replaced with People's Militias in accordance to the ideals of defense being the duty of the armed masses as set by the Green Book.

General Secretariat

Secretary of the General People's Committee

• Calling for and managing the General People's Committee meetings, approving its minutes and signing its decisions and contracts concluded by it.

• Following up the performance of the various popular committees through their secretaries, taking appropriate measures against them, and imposing disciplinary penalties in accordance with the legislation in force.

• He also assumes the powers of the Secretary of the General People's Committee in the event of his absence or the existence of any impediment that he has that prevents him from performing his duties, in addition to the other powers assigned to him by the General People's Committee.
