Non-Basic People's Congress

Non-Basic People's Congresses, commonly referred to as People's Congresses, were Shabiyat level organizations comprising of the secretaries of all encompassing Basic People's Congresses. Like the Basic People's Congresses, the number and size of People's Congresses varied based on the access to resources and population density of a given region. From 2007 until the dissolution of the Great Jamahiriya, People's Congresses numbered 22 in total, and encompassed over a 600 basic congresses. The Non-Basic People's Congresses supervised and exercised oversight over the implementation of decisions by the lower congresses, and regularly investigated unlawful activity within its sphere. Like the lower congresses, People's Congresses elected a Secretariat to manage its affairs and conduct regular investigations and joint summits with other congresses.

Non-Basic Secretariat

Secretary of the People's Congress

• Manages the sessions of the People's Congress, members of the secretariat and assist him/her in this.

• Calls for the meetings of the Secretariat of the People's Congress of the People's Assembly, manages them, approves their minutes, follows up on their implementation, signs the decisions issued by them, and transmits copies of them to the Secretary of the General People's Congress.

• Calls for joint and reciprocal meetings, manages them, approves their minutes, and follows up on their implementation.

• Supervises the conduct of the work of the Secretariat of the People's Congress, coordinates with each member of the Secretariat within the limits of his powers, and presents of what is required to be presented to the Secretariat.

• Assumes the links of the conference secretariat before the courts and others.

Secretary of People's Congresses Affairs

• Reviews the affairs of the People’s Congress, follows up the procedures for preparing their convening and conducting their sessions, receives their decisions, and takes the necessary actions regarding their assembly.

• Investigates the secretariats of the Basic People's Congresses that fall within the scope of the People's Congress, and supervises the preparation and preservation of data related to its secretaries and members.

• Follows up on reports and observations received from the secretariats of the Basic People's Congresses and refers them to the relevant authorities, and follows up on the actions taken in their regard.

• Investigates the sessions of the Basic People's Congresses in their regular and extraordinary sessions and prepares reports on them.

• Takes appropriate measures to dispose public opinion reports and communications received from the secretariats of the Basic People's Congresses, and present them to the Secretariat of the People's Congress of the People's Congress.

• Assumes the powers of the Secretary of the People's Congress in the event of his absence.

Secretary of the People's Committees Affairs

• Proposes a method to investigate the implementation of the decisions of the People’s Congress, prepares periodic follow up reports, presents them to the Secretariat of the People’s Congress, prepares reports on the performance of the people’s committees for the sectors of the People’s Congress, and proposes measures to address deficiencies in the implementation of the decisions of the People’s Congress.

• Invites any of the secretaries of the People’s Committees for the sectors and heads of branches of institutions, bodies, interests and the like within the scope of the People’s Congress for the People’s Congress to follow up on the measures taken to implement the decisions and recommendations of the People’s Congress, and to present his proposals and recommendations to the Secretariat of the People’s Congress for the Jamahiriya.

• Participates in the preparation of joint and reciprocal meetings between the Secretariat of the People's Congress of the Sha'abiya and the People's Committees of the sectors of the Sha'abiya.

• Assumes the powers of the Secretary of the People's Congress of the People's Congress in the event of his absence, and the absence of the Secretary of People's Congresses Affairs.

Secretary of Federations, Syndicates and Professional Associations Affairs

• Proposes a method of how to follow up the implementation of decisions related to federations, syndicates, and professional associations, follows up on the affairs of their meetings and professional activities within the scope of the People’s Congress, and submits reports on them to the Secretariat of the People’s Congress.

• Suggests how to follow up the implementation of decisions related to the work of the federations, syndicates and professional associations and submits them to the Secretariat of the People's Congress for the people.

• Invites any of the secretaries of federations, syndicates, and professional associations to meet within the scope of the People’s Congress for the People’s Congress, prepare reports on them, and presents their results to the Secretariat of the People’s Congress for the Jamahiriya.

• Develops proposals related to the development of trade union work.

Secretary of Women's Affairs

• Activates the presence of women in the Basic People's Conferences, participates in urging them to exercise popular power, and submits periodic reports on them.

• Suggests a method of investigating the implementation of decisions related to women's issues, works to overcome the difficulties they face, prepares reports on them and presents them to the Secretariat of the People's Congress.

• Pays attention to women's issues, follows them up through social research conducted in the people's conferences, and participates in finding the necessary solutions to the problems facing women in coordination with the secretaries of women's affairs in the basic people's conferences, and submits periodic reports on them.

• Suggests the organization of intellectual meetings dealing with women's issues, and interests in developing their intellectual awareness, and participates in seminars, forums and conferences dealing with women's affairs, and submits periodic reports on them.

• Supervises women's activities and events in the People's Congress, coordinates with the secretaries of women's affairs in the Basic People's Congresses, and holds periodic meetings with the secretaries of women's affairs in the Basic People's Congresses.

Secretary of Cultural Affairs and Mass Mobilization

• Follows up the implementation of decisions related to the People's Congress in the field of media, culture and mass mobilization, prepares reports on them, and presents them to the Secretariat of the People's Congress for the People's Congress.

• Holds seminars, exhibitions and festivals in the Shaabiya, and coordinating with his counterparts in other Shaabiya

• Follows up on cultural and media activities, and implement political awareness and mass mobilization programs.

• Monitors the level of providing media, cultural and mobilization services, prepares reports on them, and provides the Secretariat of the People's Congress with them.
