The First Program of the Communist Party of China was adopted by the First National Congress of the Communist Party of China in 1921.

Full Program

1. Our party is named "Communist Party of China".

   2. The program of our party is as follows:

   1. The revolutionary army must join the proletariat in overthrowing the regime of the capitalist class and must aid the working class until the social class distinctions are eliminated;

   2 . Recognition of the dictatorship of the proletariat until the end of the class struggle, that is, until the abolition of class distinctions in society;

   3. Eliminate capitalist private ownership, confiscate machinery, land, factory buildings and semi-finished products and other means of production;

   4. United with the Third International.

   3. Our party recognizes the Soviet management system, organizes workers, peasants and soldiers, and takes social revolution as the main purpose of its policy. The Chinese Communist Party has completely severed any connection with the bourgeois yellow intellectuals and other parties like them.

   4. Anyone who recognizes the party program and policies of the party and is willing to become a loyal party member can be accepted as a party member and become our comrade after being introduced by a party member, regardless of gender or nationality. But before joining our ranks, all ties with parties and groups that run counter to our program must be severed.

   5. The procedures for accepting new party members are as follows. The person to be introduced must accept the inspection of the committee where he is located. The inspection period is at least two months. After the expiry of the investigation period, a party member can only become a party member with the consent of the majority of party members. If there is an executive committee in the area, it must be approved by the executive committee.

   6. When the party is in a state of secrecy, the party's important ideas and membership status should be kept secret.

   7. In each locality, whenever there are five or more party members, a committee must be established.

   8. Members of the committee can be transferred to the committee in another place after being introduced by the secretary of the committee in the previous place.

   9. A local committee with no more than ten party members shall have a secretary; a local committee with more than ten members shall have a finance committee member, an organization committee member, and a propaganda committee member; if it has more than thirty members, one of the committee members shall be elected as executive committee. The rules for the Executive Committee will be discussed below.

   10. When local organizations such as workers, peasants, soldiers and students have a large number of people, they can be sent to work in other areas, but they must be subject to the strictest supervision of the local executive committee.

   11. (Omitted) ①

   12. The finances, activities and policies of the local executive committee must be supervised by the central executive committee.

   13. When the number of party members under the jurisdiction of the committee exceeds 500 or there are five committees in the same area, an executive committee must be established. The National Conference shall appoint ten persons to this executive committee, and if these requirements cannot be fulfilled, a provisional central executive committee must be formed. The work and organization of the Executive Committee are described in more detail below.

   14. A party member cannot serve as a member of the government or a member of the National Assembly unless he is compelled by law and has not received special permission from the party. Soldiers, police officers and staff are excluded. ③15

   . This program can only be revised with the approval of two-thirds of the National Congress.
