I noticed on the map the Netherlands is marked as having free and universal healthcare. To me, this would mean single-payer (so fully state-funded) healthcare. This system does not seem to exist here, instead there is a mandatory insurance-based system, which is universal but not free. What definition of "free" healthcare is used?
