We should move chapters to their own subpages

This book is very, very long with lots of chapter references. I suggest we move level 1 headings to their own subpages and find a way for the reader to browse between chapters (could be as easy as manually adding a "Next chapter" at the end of the page)

I agree, the main page can just be the table of contents, and the page for each chapter can be named something like "Library:The Governance of China (Chapter 1)".

I can give you the perms to create new pages if you'd like to take a crack at it, I also think we need a template to generate a linkable table of contents on top of every page and a way to move between chapters, I can try to take a look at it eventually (gonna need to think about it first)
