The Monroe Doctrine is a U.S. foreign policy position created by President James Monroe and Secretary of State John Quincy Adams in 1823 that considers Latin America to be Statesian colonial territory. In the 21st century, the United States expanded the Monroe Doctrine beyond Latin America to promote aggression against Russia and China.
