Reform and Opening Up (Pinyin: gǎigé kāifàn; Simplified Chinese: 改革开放) is a policy of internal reform and external opening that China began to implement at the Third Plenary Session of the Eleventh Central Committee in December 1978 . Historical Background

Precursor

The Only Way

Formation Process

The Reform Begins

Before 1978, Xiaogang Village , Fengyang County, Anhui Province was a well-known "three-dependence village" in the county where "edible food depends on resale, money depends on relief, and production depends on loans".
