Team B was a neoconservative division of the CIA that exaggerated the USSR's military strength in order to increase U.S. military spending. Its members included Clare Booth Luce, Paul Nitze, John Paisley, Richard Pipes, Edward Teller, John W. Vogt and Paul Wolfowitz. In 1976, it issued a report criticizing Nixon and Kissinger's detente policy.[1]
