The 16th National congress of the Communist Party of China (中国共产党第十六次全国代表大会) was held in Beijing between November 8 and 14, 2002. There were 2,114 delegates, 40 specially invited delegates, and 66.355 million party members throughout the country. A 356-member 16th CPC Central Committee, as well as a 121-member Central Commission for Discipline Inspection was elected.

Hu Jintao was appointed General Secretary and Chairman of the Central Military Commission. Wen Jiabao was appointed Premier.


Jiang Zemin gave a report at the congress where he discussed:

  1. The work done since the last congress
  2. Three represents theory
  3. "The Objectives of Building a Well-off Society in an All-Round Way"
  4. Economic, Political, and Cultural Development and Restructuring
  5. National defense and the army
  6. "One Country, Two Systems"
  7. Foreign relations
  8. Party Building[1]

Changes to the constitution

The constitution was changed to make Three represents a guiding ideology of the Communist Party of China alongside Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory.[2]
