Implementation Measures[edit | edit source]
The "Chinese Dream" is related to the future development direction of China, and embodies the Chinese people's vision and expectation for the great rejuvenation of the Chinese nation; He is a participant and creator of the Chinese dream.
General Secretary Xi Jinping emphasized, "The Chinese dream is ultimately the dream of the people, and it must be realized by relying on the people and must continue to benefit the people." Then, in the strong atmosphere of realizing the "Chinese Dream" across the country, in realizing the Chinese Dream In the process, as a party member cadre, one should do the following:
One is to enhance learning awareness and improve quality and ability.[edit | edit source]
Learning affects the development trend of a country and determines the rise and fall of a political party. Comrade Mao Zedong once said: "You can go without eating for a day, you can go without sleeping for a day without sleep, and you can't go without reading books for a day." Comrade Deng Xiaoping also said that "learning is the foundation of progress."
Faced with the rapid progress of science and technology, the continuous acceleration of knowledge updates, the constant changes in the international situation, and new situations and new problems emerging one after another, under such circumstances, only by continuously strengthening learning can we keep up with the pace of the times and gain a foothold in this era.
The majority of party members and cadres should consciously regard learning as a life attitude, a work responsibility, and a spiritual pursuit, strengthen the study of theoretical knowledge, cultural knowledge, and professional knowledge, and establish the concept of lifelong learning; actively learn from books and learn from practice. Learn and learn from the masses, continuously improve the overall quality, and enhance innovation capabilities.
The second is to strengthen ideals and beliefs and strengthen the awareness of serving the people.[edit | edit source]
Serving the people wholeheartedly is the fundamental purpose of the Communist Party of China and the starting point and destination of all actions of Communist Party members. The majority of party members and cadres must firmly establish the concept of purpose and public servant awareness of serving the people wholeheartedly, strengthen the concept of the masses, and always take the realization, maintenance, and development of the fundamental interests of the people as the fundamental starting point and foothold for thinking about problems and carrying out work. To achieve "use of power for the people, love for the people, and benefit for the people".
Adhere to the spirit of the 18th National Congress of the Communist Party of China as the guide, thoroughly implement the "eight regulations" of the central government on improving work style and closely contacting the masses, center on the party's mass line education and practice activities, and insist on asking the government and the needs of the people The people, ask the people, ask the people, practice the purpose of serving the people wholeheartedly, and close the relationship between the party and the masses
The third is to establish a spirit of hard work and play a pioneering and exemplary role.[edit | edit source]
Empty talk harms the country, but hard work rejuvenates the country. The majority of party members and cadres should take the lead in implementing the eight central regulations, carry out work in a pragmatic style, insist on telling the truth, telling the truth, speaking useful words, and not empty words, stereotypes, or lies; A solid work style and real and effective achievements will unite cadres and gather the party's heart, continuously build the relationship between the party and the masses, and deepen the affection between fish and water. At the same time, it is necessary to give full play to the vanguard and exemplary role of party members, use their work enthusiasm to influence and drive more people, form a situation of unity and forge ahead, and fully practice the "walking ahead, doing ahead, striving to be the best, and being the vanguard" "Pioneering demonstration spirit, striving to be a pioneering example.
Dreams originate from reality and are higher than reality. The realization of the Chinese dream has a long way to go. "Where there is a dream, there is a blue sky. If you believe in it, you can see it." The majority of party members and cadres must be full of energy, enterprising spirit, and down-to-earth work style, pioneering and innovative, and work hard to realize the great "Chinese Dream". Work hard.
Basic Elements[edit | edit source]
Xin Xiangyang, a researcher at the Institute of Marxism of the Chinese Academy of Social Sciences and a doctoral supervisor, pointed out that to realize the Chinese dream, we need to adhere to the "five haves": having a way, having a soul, having a bottom, having people, and being prepared.
There is a road, which means that the realization of the Chinese dream is supported by the Chinese road. To realize the Chinese dream, the Chinese people must follow the Chinese path, and the Chinese path is nothing but the path of Socialism with Chinese characteristics. The road of Socialism with Chinese characteristics has three advantages: the advantages of the socialist road, the advantages of integrating into economic globalization, and the advantages of national characteristics. A unique advantage of the socialist road is that it can realize the common prosperity of the broad masses of the people on the basis of fairness, and protect social justice with socialism.
Having a soul means that the realization of the Chinese dream is guided by the theoretical system of socialism with Chinese characteristics. The theoretical system of socialism with Chinese characteristics has three major energies: the ability to grasp trends, seize opportunities, and defuse risks.
Having a bottom means that the realization of the Chinese dream has the socialist system with Chinese characteristics as the foundation and reliable guarantee. The socialist system with Chinese characteristics has three major capabilities: concentrating strength to accomplish great things, becoming mature and finalizing great things, and integrating development to do great things.
Some people point out that the realization of the Chinese dream has the historical subject of the broad masses of the people. The dream of the Chinese people is constantly being realized in the realization of the national dream and national dream.
Being prepared means that the realization of the Chinese dream will not be smooth sailing, and we must always be ready to meet challenges. To realize the Chinese dream of great rejuvenation in the process of developing Socialism with Chinese characteristics, China must prepare for a great struggle with many new historical characteristics. China must have sufficient estimates, establish a sense of urgency, and make the best preparations to meet various challenges.
Practical Steps to reaching the Chinese Dream[edit | edit source]
Belt and Road Initiative[edit | edit source]
China is the second largest economy in the world, and the Belt and Road Initiative is a concept of economic cooperation proposed by Xi Jinping in September and October 2013,[4] which belongs to the transnational economic belt. Li Keqiang, Premier of the State Council of the People's Republic of China, further promoted it during his visits to Asia and Europe. [5]
On December 25, 2015, the Asian Infrastructure Investment Bank was established by 57 countries as a platform to promote the Belt and Road Initiative.
In May 2017, the first "Belt and Road Forum for International Cooperation" was successfully held in Beijing. This is the highest-level and largest multilateral diplomatic platform initiated and hosted by China since the founding of the People's Republic of China.
On November 17, 2018, Xi Jinping attended the APEC Business Leaders Summit held in Port Moresby, Papua New Guinea and delivered a keynote speech entitled "Together We Help Create a Better Future". He said that while realizing its own development, China will make greater contributions to the common prosperity of all countries in the world. The joint construction of the "Belt and Road" is a sunny road for China to share opportunities and seek common development with the world. He also stated that China will host the second "Belt and Road" International Cooperation Summit Forum in Beijing in April next year.
Justice[edit | edit source]
The British "Economist" magazine stated that the most important test of Xi Jinping 's "Chinese Dream" will be his attitude towards the rule of law. A good dream requires several elements: a sound economy, a happy people, and strength.[6]
On April 26, at a symposium for experts and scholars on improving judicial credibility, Zhou Qiang, president of the Supreme People's Court, emphasized that advancing the strategy of ruling the country by law is an important part of realizing the great rejuvenation of the Chinese nation.[7] In the second half of 2015, the reform of people's jurors[8] was implemented, from organizational recommendation to random selection. The pilot project was started in Beijing first, and thousands of jurors who met the requirements of education, occupation, and expertise. Those with academic qualifications, political qualifications and other conditions will be asked for their opinions, and hundreds of people will be selected by sea, and more than 100 people will be appointed by lottery. The number of jurors for each case will be selected by lottery by the defendant.
This reform reduced the arbitrariness of judge's judgment by increasing the number of jurors and the number of jury cases, and eliminated the disadvantages of the past. All powers are restrained and weakened in order to combat some judicial abuses at the grassroots level. In November, the Central Commission for Discipline Inspection announced the new disciplinary regulations for party members, which stipulated hundreds of behavioral details, from ticket reimbursement to the number of tables at family wedding banquets, and the identity of guests.[9]
Party Discipline and Anti Corruption[edit | edit source]
The means of anti-corruption is based on party discipline, first targeting officials with party membership. The new leadership of the Communist Party of China with Xi Jinping as the general secretary collectively expressed its determination to punish political corruption.[10] Some officials were sacked because of Internet exposure and reporting of their violations of laws and disciplines. At the same time, Operation Fox Hunt was launched in 2014 to use diplomatic and emotional means to arrest corrupt officials and their families who fled abroad, and more than a thousand people were arrested.
Green Energy and Environmental Protection[edit | edit source]
Eliminate 300 million tons (years) of excess old steel production capacity, and solve the problem of exhaust emissions from old steel mills. Use various reward and subsidy policies to allow old factories to exit in an orderly manner, and strictly punish those who maliciously do not cooperate with the policy according to the law.[11] At the same time, the country will increase the promotion of electric vehicles and solar, wind, and nuclear energy construction.
Green manufacturing prevents water and air pollution. The two ministries and commissions issued a notice on printing and distributing the "Promotion Plan of Clean Production Technology in Key Industries for Water Pollution Prevention and Control".[12] Because 12% of the country's water pollutants come from papermaking, which is much higher than the heavy industry and petrochemicals in the traditional perception of the public. [13]
Defense Reform[edit | edit source]
Announced the deepening of national defense and military reforms. At the Central Military Commission reform meeting in November 2015, Xi Jinping, chairman of the Central Military Commission and head of the Central Military Commission’s deep reform, announced that the system would be changed to a system in which the Central Military Commission is in charge, that commander of military regions were in charge of aforementioned regions and a system established by the military.[14]
The seven military regions were condensed into five major regions, four of the General Staff were retained in the Military Department, and the remaining three functions are absorbed into the General Staff and the Ministry of National Defense. At the same time, the Army General Leadership Organization, the Strategic Support Force, the Rocket Force and the five major joint logistics support centers will be established. The Military Commission and the theater of the integrated three-service joint combat forces must set up a joint combat command room, and a breakthrough must be achieved by 2020.
In the second half of 2016, the existence of a new stealth strategic bomber project was announced, and the China Aviation Engine Group was established, breaking the long-term trend that aircraft engines cannot be self-made.[15] On January 22, 2017, the Politburo held a meeting and decided to establish a "Central Military-Civilian Integration Development Committee"[16] To lead the military and civilian technology, national defense industry, information economy, and future development with policies, and make in-depth, unobtrusive integration and rooting work to respond to the concrete development of new strategies from space, air control, counter-air, and ground network penetration in the future.
