Organizational structure of the Communist Party of China

The organizational structure of the Communist Party of China is very important to how it functions and involves multiple levels of organization from what is considered the "Grassroots" level the "Central" level, at the top of the Party's hierarchy.[1]

Grassroots Level

The Grassroots level of the CPC is composed of individual party Branches that can be managed by a Primary Party Committee based on how many party branches there are in an area. As of June 2021 there are 4.6 million grassroots Party Branch organizations in the CPC.

Party Branch

Structurally the smallest unit and most basic organization of the CPC. Three CPC members are required to form a Party Branch

Party Branch Committee

A Party Branch Committee can be formed when there are between eight and fifty members in a party branch. Generally these committees are composed of three to five people that are elected by the members of the branch.

General Party Branch

A General Party Branch is a collection of Party Branch organizations that are composed of between fifty and no more than one hundred party members. Committees are formed by branch members to perform work within the General Party Branch.

Local Level

The Local level of the CPC is considered to be the "Backbone" of the Party organization, because it serves as the connection of the Grassroots level organization to the Central level of organization. Party Congress organizations preside at this level

Party Congresses

Composed of delegates from Party branches at the Grassroots level which form into Congresses and govern over the County, the City, and the Provincial levels. Sessions are held every five years.

Party Congresses are composed of Party Congress Committees at each respective level

County Level Party Congresses

Formed with between two hundred to four hundred delegates

City Level Party Congresses

Formed with between three hundred to five hundred delegates

Provincial Level Party Congresses

Formed with between four hundred to eight hundred delegates

Congress Committees

Committees hold plenary sessions at least biannually. At these sessions, these committees elect their Standing Committees, Secretaries, and Deputy Secretaries. The Standing Committee presides over day to day affairs of each committee.

As of June 5, 2021 there were 8,199 local-level Party Committee organizations of the CPC across China. 31 at the provincial level, 397 at the city level, and 2771 at the county level.
