Soviet of the Union

The Soviet of the Union[a] was the lower house of the Supreme Soviet of the Soviet Union from 1938 to 1991. It was elected based on population with one deputy for every 300,000 people.[1] Laws in the Soviet Union had to be passed by a majority vote from the Soviet of the Union and the Soviet of Nationalities.
