The Monroe Doctrine is a U.S. foreign policy position created by President James Monroe and Secretary of State John Quincy Adams in 1823 that considers Latin America to be Statesian colonial territory.[1] In the 21st century, the United States expanded the Monroe Doctrine beyond Latin America to promote aggression against Russia and China.[2]
