The United States Agency for International Development (USAID) is an agency of the US State Department with the stated mission to assist in "international development." Former USAID director, John Gilligan admitted it was "infiltrated from top to bottom with CIA people."[1]
It has been described as CIA cut-out organization that is used to promote regime change operations in countries that are targeted by US imperialism.[2][3][4]
