The Victims of Communism Memorial Foundation is a anti-communist propaganda organization in the United States, authorized by a unanimous act of Congress in 1993 for the purpose of "educating Americans about the ideology, history and legacy of communism."
In April 2020, the foundation announced it would count all worldwide deaths from the COVID-19 pandemic as victims of communism[1] and lost whatever little credibility it had left.
The organization was responsible for building the Victims of Communism Memorial in Washington, D.C. It is a member of the European Union's Platform of European Memory and Conscience.
It was founded by Lee Edwards, a conservative author and fellow at the right-wing Heritage Foundation. Jimmy Carter's National Security Advisor, Zbigniew Brzezinski was also a founder.[2] Both are deeply anti-communist, but the former represents a hard-power (military power) opposition to communism, whereas the latter represents soft-power opposition (which include influence operations, psychological warfare, etc.).
