The United States Agency for International Development (USAID) is an agency of the US State Department with the stated mission to assist in "international development." Former USAID director John Gilligan admitted it was "infiltrated from top to bottom with CIA people."[1] It has been described as CIA cut-out organization that is used to promote regime change operations in countries that are targeted by US imperialism.[2][3][4] USAID operates in 100 countries and has an annual budget of nearly $30 billion.[5]
John F. Kennedy founded USAID in 1961, and it initially worked to benefit foreign businesses. In the early 2000s, it began working directly with U.S. corporations including Microsoft and Coca-Cola.[5]
