The Communist Party of Venezuela (PCV) is a communist party that was born on March 5, 1931, being the oldest contemporary party in Venezuela. Being a party of Marxist-Leninist ideology, it stands as a party of the proletarian class in which workers, peasants, revolutionaries and youth converge, in the pursuit of the establishment of a socialist state. In 2020 they separated from the government coalition Gran Polo Patriotico and formed the Popular Revolutionary Alternative (APR), a coalition of communist and socialist parties. It currently opposes the Chavista government of Nicolás Maduro.[1]
Government political persecution[edit | edit source]
In 2020 PCV demanded a discussion during the 2020 National Assembly elections of the government's agressive anti-worker neoliberal policies that were being implemented[2][3][4][5] and the systematic breach of the "PSUV-PCV Unitary Framework Agreement" signed in April 2018.[6] When the government refused to engage in this discussion, the PCV decided to pursue an alternative popular and revolutionary path. This event signaled the beginning of the persecution of the PCV.
The assault on the PCV has involved various stages, including an attempt to disrupt the PCV's 16th National Congress in November of the previous year. When that failed and the PCV remained cohesive, the next phase involved the venezuelan government trying to recruit PCV members with offers of incentives, including jobs, money, food, houses, and vehicles, but these attempts were rejected.
In response to the failure of recruitment efforts, the government of Nicolás Maduro orchestrated a fraudulent event on May 21st, 2023 with the aim of undermining the legitimate decision-making processes within the PCV. The General Secretary of the Central Committee of the PCV, Óscar Figuera, accused Maduro of attempting to use administrative or judicial measures to align the PCV with his neoliberal policies.
The leadership of the United Socialist Party of Venezuela (PSUV) held a fraudulent congress with a presidium consisting of individuals not affiliated with the PCV to promote intervention in the communist party. This congress was widely seen as illegitimate and was seen as part of a plan to weaken the PCV after it distanced itself from the anti-worker policies of the Maduro government, as explained by Figuera in a press statement.
Figuera explained that this action aimed to prevent the PCV from continuing its role as a class-based force serving the Venezuelan people and the working class. It also sought to impede the PCV's efforts to promote unity of action among workers and strengthen the organization and struggle of the Venezuelan people.
Despite these challenges, the PCV expressed gratitude for the solidarity it has received from the Venezuelan people, organizations, intellectuals, revolutionary movements, and international communist and workers' parties. The PCV pledged to continue its role in supporting and advancing the struggles of the Venezuelan people, regardless of actions taken by those in power.[7][8]
Sequence of events[edit | edit source]
In a dossier that has been translated and made available on Solidnet,[9] the official website of the International Meeting of Communist and Workers' Parties (IMCWP), the PCV has made available a sequence of events that contains in detail and with ample evidence the plan orchestrated by the PSUV to assault and intervene in the communist party.
2021[edit | edit source]
Diosdado Cabello, vice-president of the PSUV (United Socialist Party of Venezuela), used his TV program to attack the PCV (Communist Party of Venezuela) and alleged that the PCV was subordinated to imperialist plans.[10][11]
End of 2021[edit | edit source]
Cabello began implementing the first phase of the PSUV's plan to undermine the PCV. He propagated the false narrative of divisions within the PCV and received supposed letters of support from "regional organizations of the PCV".
September 2022[edit | edit source]
One of the leaked letters from individuals claiming to be PCV members requested the PSUV's intervention in the PCV. However, it was revealed that the signatories (Zoilo Arostegui, Carlos Fermín and Darío Fermín) were not PCV members but largely affiliated with the PSUV.
November 2022[edit | edit source]
The 16th National Congress of the PCV solidified the party's unity against the government's policies. This prompted the PSUV to accelerate a second phase of its plan to intervene in the PCV.
February 4, 2023[edit | edit source]
Cabello ordered the public appearance of supposed "PCV grassroots" supporting the government's policies. The PSUV provided logistical and financial support, using individuals who pretended to be PCV members.[12][13][14]
February 11, 2023[edit | edit source]
The PSUV allocated significant resources for a meeting of these "grassroots," which revealed that the supposed PCV members did not exist, and the PSUV recruited participants from its ranks and state organizations. The Governor's Office of the State of Monagas is probably the source of logistical and financial support for the execution of the plan of assault against the PCV.[15][16]

An audio leak from a PSUV leader confirmed the PSUV's role in the plan to intervene in the PCV.[17]
March 18, 2023[edit | edit source]
An assembly in Barinas exposed that the PSUV was orchestrating the plan to take over the PCV and hand it to PSUV loyalists.[18][19]
